Hodgson has confirmed Lampard will captain the side in Belo Horizonte on Tuesday, with Steven Gerrard making way, as the Three Lions look to avoid the ignominy of finishing bottom of Group D.
It could prove to be the 36-year-old's last cap for his country, but Fowler insists that should not be influencing Hodgson's thinking.
For Fowler, the England boss should instead give as many youngsters as possible vital tournament experience in the meaningless meeting with the Central Americans.
"I am not having a go at any player by any means but if Frank Lampard is going to play and captain the side, that doesn't make sense to me," said the Liverpool legend, who won 26 caps for England.
"We go on about playing the kids, but he is taking one older player out and putting another older player in. Play the kids. Don't be messing about to give someone a final day in the sun.
